Electronic Contracting Network (ECN) - Phase II Roll-Out (March 1, 2008)
Saudi Aramco Contracting Department is pleased to announce the implementation of Phase II of the Electronic Contracting Network (ECN). As a result, all future communications with contractors regarding new Saudi Aramco contract procurements will occur through ECN and not by e-mail or fax as in the past.

ECN is a comprehensive and user-friendly automation system that enables Saudi Aramco and its contractors to communicate with each other online throughout the contract procurement process. In addition, ECN provides each Saudi Aramco registered contractor with their own Contractor Profile section in which they can present their qualification, type information and update such information online at anytime. For more information about ECN, please click here.

It is important to note that your company registration in ECN is necessary to enable you to receive Saudi Aramco solicitations of interest and invitation for proposal documents. In addition, completing your ECN Contractor profile will significantly increase your company's chances of being considered for Saudi Aramco contracts.

If your company has not registered yet in ECN, it has now become necessary that you register in ECN immediately by doing the following:

1. Go to http://esr.aramco.com
2. Click on "Registration in ECN for Existing Aramco Contractor," and
3. Follow the easy and self-explanatory instructions.

e-Security Vehicle Sticker Go-Live (July 31, 2007)
The e-Security vehicle sticker application went live on the June 30, 2007. All Saudi Aramco Contractor Representatives are encouraged to access and submit vehicle stickers requests online.

In order to be able to submit vehicle sticker requests, access to the extranet is required. Please contact your proponent for extranet forms.

A revised CD Pack is available from the Industrial Security Area offices Kingdom-wide or through the Contracting Department. The CD pack contains training, awareness presentations and general information relating to the e-Security applications.

New Enhancements to the e-Security (ISSR) Application (August 21, 2006)
Industrial Security Operations (ISO) is pleased to announce that a number of new enhancements have been implemented to the e-Security (ISSR) application, through the Corporate Portal.

In addition to the existing ID card delegation services (signature authority) to chief position holders (CPH), the new enhancements enable restricted area managers to delegate access request approvals to eligible subordinates for each code or group under their jurisdiction.

What will Change?
  • Contractors Representatives are now able to select the approver authority from the available Chief Position Holders (CPH) list for each access code or group

  • If the restricted access is delegated to two (2) or more divisions, then the applicant will be required to select only one of the listed CPHs for approval

  • If an access code is not delegated, then the restricted area manager will be assigned as the default approver for that restricted code or group

Theses new changes have been incorporated to improve the restricted area access request routing, to ensure that access request(s) are sent to the appropriate delegated approver(s) and obtained and completed in an effective and timely manner. >> Go Up

Vehicle Sticker Request Application (ISSR) (August 13, 2006)
Saudi Aramco's Industrial Security Operations (ISO) is pleased to announce that it is currently developing an extension to the e-Security application; Industrial Security Service Request (ISSR). The additional functionality will provide an online automated solution for Saudi Aramco Vehicle sticker service requests for Contractor employees.

The following information is to be noted by all Contractors:

What will change?

  • The new ISSR system will enable Contractor representatives to request new Vehicle stickers or the renewal of existing ones online via the Saudi Aramco Extranet.

  • All Vehicle sticker requests will be completed and submitted by Contractor nominated representatives through the Saudi Aramco Extranet. Existing users of ISSR for ID will have immediate access to the new application.

  • Contractor representatives will determine when to visit the Area Office for the issuance of Vehicle stickers, subject to the selected date and available time slots.

  • Approvals of Saudi Aramco Vehicle requests for Contractor Employees will be automated through SAP workflow technology allowing seamless processing in a timely manner.

  • Contractor representatives will be able to view the status of their online service requests.

What will happen next?

  • Contractors are requested to complete applications for Extranet IDs for up to three representatives in their company if they do not already have access. Nominated persons will be responsible for the submission of service requests for all Contractor employees. Forms to be signed and completed are:

    • SA-9696 (SAUDI ARAMCO COMPUTER USE POLICY FOR EXTRANET USERS) (Non-Saudi Aramco Employees).

    • Information Technology Application Access Request Form - Extranet Users (Non-Saudi Aramco Employees).

  • Training material will be made accessible on CDs that will be available to only those Contractors for whom the issuance of vehicle stickers is required. Availability of the training material will be announced on the website.

  • The training CDs will be made available at the Industrial Security Operations (ISO) Area offices and the Contracting Department offices in Dhahran and Jiddah.

What you need to do now?

  • Ensure that your company is made aware of the new changes.

  • Agree on the persons who will be your Contractor representatives if you do not already have one. These persons will be responsible for submitting service requests for your employees and all online follow-ups.

  • The representatives will not necessarily be the persons who currently visit Saudi Aramco to process contractor request. The representative can be office administrators residing at the Contractor company offices.

  • Existing Extranet IDs being used to submit requests for Aramco IDs can be used to access the Vehicle Sticker application.

Other Information:

All Company vehicles held by contractors will now need to be assigned to unique contractor Employees when the Vehicle sticker is renewed or when a new vehicle is registered.

Vehicle Sticker Requests can also be submitted on behalf of the Contractor Company by Organizational Representatives (proponent). >> Go Up

New Visitor Center at Main Gate No. 2 (March 21, 2006)
Saudi Aramco has recently opened a new Visitor Center at Main Gate No. 2. The operating hours for this center are 6:00 a.m. to 5:00 p.m., Saturday through Wednesday. We would like to encourage contractors to utilize this facility when requesting temporary one-day/one-time access to the Dhahran core area and administration buildings. >> Go Up

Human Resources Guidelines (February 26, 2006)
Contractors are invited to download and review the Human Resources Guidelines. The information contained in the Human Resources Guidelines provides a framework for human resources administration within the contractor company and is offered primarily as a guide. Concerned contractors may tailor it to suit their own operations. The guidelines enable the Contractor Company's management and employees to fulfill their duties and responsibilities effectively by providing parameters and guidance for decision-making. The guidelines are intended to allow management policy-making flexibility and discretion while providing a basis for consistent administration.

Hazardous Waste Disposal Contractors Guidelines (March 12, 2005)
Saudi Aramco wishes to encourage companies interested in becoming qualified waste management contractors to develop the required capabilities and follow the attached guidelines and instructions provided in the Hazardous Waste Disposal Contractor Application Guidelines document below. Once your company believes it has met Saudi Aramco's requirements, please complete the Survey Form below and submit it to Saudi Aramco's Environmental Protection Department (EPD) for evaluation. Additional instructions are provided in the Guidelines.

Contractors to Provide Bank Account Info (July 15, 2004)
SAUDI ARAMCO wishes to emphasize that payment of CONTRACTOR invoices are made electronically via wire transfer as indicated in the Invoicing & Payment provision in Schedule "C" of all contracts. As required in the said provision, CONTRACTOR shall submit to SAUDI ARAMCO Treasury the related bank account information within ten (10) days after the effective date of the Contract. Failure to do so will result in CONTRACTOR not receiving payments.

Prohibition of Devices with Built-in Cameras (June 20, 2004)
Effective immediately, all devices with built-in cameras (including mobile phones, watches and handbags) are strictly prohibited in all SAUDI ARAMCO facilities, office buildings, and operating areas.

This prohibition is in compliance with recent clear instructions issued by the Saudi Arabian Ministry of Interior banning the import, sale, and possession of all such devices, and is in compliance with the long established prohibition of photography especially near SAUDI ARAMCO operating areas and facilities.

SAUDI ARAMCO will strictly enforce this prohibition and will take the necessary actions against violators. >> Go Up

Contractor Training Led by Employment Program (May 5, 2004)
National System for Joint Training (NSJT) had announced that they will start their training program for Eastern Province on Oct. 02, 2004 . To achieve this, they need from our contractors and suppliers to specify the Job families and quantities to be trained (for example, 3 welders, 10 electricians, 20 mechanic, 200 seamen etc). Contractors and Suppliers need to fill NSJT from TLES 1A (Copy attached). TLES stands for Training Led by Employment Survey Form. NSJT need to receive completed forms by fax or email by May 12, 2004 . See schedule below:

The NSJT training is 100% free. This includes trainers, location, evaluators. NSJT will pay 75% of the monthly allowance that will be paid to the trainees (SR. 750 of the SR. 1000). The Contractor/Supplier will pay the balance or SR. 250. Once the NSJT receives the completed forms (TLES1A), they will contact the Contractors/Suppliers to confirm attendance of Contractors/Suppliers Representatives conducting the interviews and location of Career Day. Contracting Department Relocation (December 16, 2003)
Effective 27, December 2003, the Contracting Department will have completed its relocation to its new offices in Northpark II, Building #3301. The new building is located near the Dhahran Palace Hotel and adjacent to the Saudi Aramco Material Supply Building (MSB). Contracting Department offices will be located on the ground floor of this new building. Contractors are advised to utilize the same exit from the Dhahran/Jubail Highway that is used to access the MSB building.

Through 3 January 2004, Contractors are directed to continue submitting all bids and bid documents to the current bid box location in the Light Industrial Park, Bldg. 215. Contractors are to start using the new bid box located in Building #3301, Room A162 beginning on 4 January 2004. Prior to the relocation, the telephone number for the new bid box location will be provided via voice mail by calling the existing bid box telephone number.

The current telephone numbers of all Contracting Department functions and employees will be changed before the relocation. However, Contractors are advised to continue calling the existing numbers since a voice mail message will be programmed into the telephone system that will automatically advise the caller of the new telephone number. >> Go Up

System Scaffolding - Acceptable Post Spacings (June 15, 2003)
Contractors are requested to take note that the following system scaffold manufacturers have established scaffold post spacings (grid sizes) that meet Saudi Aramco requirements as outlined in the Saudi Aramco Scaffold Safety Handbook.

Each system scaffold manufacturer has submitted an official letter and attachments to Saudi Aramco and their customers. This letter and attachments include the following items related to their specific system scaffolding:

  1. A table of maximum post spacings (grid sizes) that must be used for access scaffolds (not formwork), which the system scaffolding manufacturer guarantees meets Saudi Aramco's scaffold safety requirements, and
  2. How to positively identify their system scaffolding in the field and distinguish it from competitor's system scaffolding (description of embossing, photos, etc.)

Therefore, Saudi Aramco wishes to emphasize that system scaffolding must be erected only in accordance with these written manufacturer's instructions. For additional information, please contact the system scaffolding manufacturer.

All other system scaffolding must be constructed with a post spacing (grid size) no larger than 0.9 m x 1.8 m (3 ft. x 6 ft.) and shall be used only for light duty loads (i.e., personnel and tools). See the following Safety Bulletin for more information.

Additional system scaffolding manufacturers' post spacing (grid size) data will be added as their product is justified.

Requirement for GOSI Certificate (August 13, 2002)
In accordance with Article 19/6 of the Social Insurance Law, promulgated pursuant to Royal Decree No. 33, dated 3 / 9 / 1421 Hijrah, Saudi Aramco shall, effective September 1, 2002, require any in-Kingdom employer dealing with it to submit a valid certificate issued by the General Organization for Social Insurance (GOSI) evidencing that such employer is registered with GOSI and has fulfilled all its obligations towards GOSI, or otherwise that it is not subject to the provisions of the Social Insurance Law.

Compliance with this requirement will be closely monitored and non-compliance with this requirement will directly impact such employer's chances of being considered for Saudi Aramco work.

Important New Requirements for Scaffolds (July 17, 2002)
Contractors are requested to take note of the following important instructions regarding scaffolds:

Saudi Aramco has completely revised GI 8.001, "Safety Requirements for Scaffolds." This revised GI is now in effect and shall be followed for the erection of all new scaffolds at all on-shore and off-shore Saudi Aramco facilities and project sites.

This GI revision has several new scaffold safety requirements, including required scaffold inspections, use of Saudi Aramco standard scaffold tags, and certification of scaffold crew supervisors and scaffold inspectors by Saudi Aramco's Training and Career Development (T&CD) Organization.

Supervisors of scaffolding crews and inspectors should become certified by Saudi Aramco as soon as possible. They are required to be certified by July 1, 2003 in order to work on Saudi Aramco facilities and project sites.

SAP Invoicing Instructions (2) (April 14, 2002)
This message is to inform you that your contract may be subject to the use of Service Entry. Service Entry is a SAP transaction wherein Saudi Aramco's authorized representatives enter the quantities of performed work into the SAP system directly.

Saudi Aramco will inform your designated Company Representative if your contract or contracts are subject to Service Entry. If applicable, a copy of each Service Entry sheet for work performed against a Purchase Order (old Service Order) will be given to you. Contractors will be required to attach a copy of each Service Entry Sheet that is being included in an invoice. Your invoice must exactly match the sum of the Service Entry Sheets attached.

SAP Goes Live (January 31, 2002)
Saudi Aramco is now converting to the SAP management system and many major components. SAP went live in December 2001. SAP is a centralized client server management system that is being implemented to help streamline the procurement and accounting system. The conversion to SAP will immediately impact our contractors in two ways:

  1. As a result of this conversion, existing Saudi Aramco contracts have changed from five-digit contractor numbers and are assigned new ten-digit contract numbers.

    Each contract was automatically assigned this new ten-digit SAP contract number at the end of 2001.

  2. Existing Contractor Numbers have changed. Effective January 2, 2002, contractors were assigned a new eight digit contractor number, now called a Vendor Number.

    Effective January 2002, all correspondence, invoices or other contractual documents should reflect this new SAP contract number and vendor number as well as your old contract and contractor numbers.

    There will be other changes in the way Saudi Aramco does business, necessitated by our conversion to SAP. We all attempt to keep you informed about these changes before they take place. Let me assure you that these changes and future ones will not impact performance under existing contracts and longstanding relationships with the Saudi Aramco contractor community.

Waste Disposal (August 20, 2001)
In all its activities, Saudi Aramco is fully committed to the protection of land, air and water environments from harmful pollution. Therefore, contractors and their employees, agents and subcontractors must comply at all times with all applicable Saudi Arabian Government environmental regulations, all Saudi Aramco environmental Standards/General Instructions (G.I.s), and other related rules and regulations.

Any waste that is generated by or at a Saudi Aramco facility or in connection with a Saudi Aramco contract and hauled off-site must be disposed of at a Saudi Aramco approved disposal facility and in accordance with the required procedures. Saudi Aramco expects strict compliance with all environmental related requirements and cautions all contractors that severe penalties shall be applied to contractors who violate these requirements.

Office Visits (June 2, 2001)
June 2, 2001, Contracting Department implemented a plan to control and coordinate office visits by Contractor Representatives

Details of the plan are as follows:

  1. All visiting contractors coming to the Contracting Department should arrange an appointment with the appropriate Contracting employee prior to the visit.
  2. When visitors arrive at the Contracting Department area, they are to proceed to R-1061, Contractor Relations Group.
  3. The Contractor Relations Group will ensure that the Contracting employee being visited is available and will then issue a temporary Contracting Department Pass to the contractor and will register the contractor in the log book for time in and out.
  4. The contractor will proceed to the appropriate Contract Representatives office and will be instructed to return the Pass to the Contractor Relations Group prior to leaving the Department. >> Go Up

Saudization (February 17, 2001)
Saudi Aramco supports efforts to Saudize the contractor workforce in accordance with Decision 50 of the Council of Ministers. All contractors operating in the Kingdom are encouraged to obtain a copy of the said decision to ensure full compliance with its conditions. >> Go Up
